A Conversation for the Health of all Australians - National Reconciliation Week 2010

This week is National Reconciliation Week (27 May - 3 June), a time for Australians to take the opportunity to celebrate the rich culture and history of the First Australians.

National Reconciliation Week marks a time for all of us to join the reconciliation conversation and to think about how we can help turn around the disadvantage experienced by many Aboriginal and Torres Strait Islander people.

It is about building the mutually respectful relationships needed to allow us to work together to solve problems, raise awareness and knowledge of Aboriginal history and culture, and most importantly to change the attitudes that are often based on myths and misunderstandings.

The popular phrase 'closing the gap' specifically refers to the gap in health and life expectancy amongst Aboriginal Australians. It is also more generally used to refer to the inequalities that exist between Aboriginal and non-Aboriginal Australians.

The life of an Aboriginal child is likely to end significantly earlier than a non-Aboriginal child's. Furthermore, Aboriginal baby mortality remains at more than 12 for every 1,000 live births - a rate nearly three times that of non-Aboriginal infants.

In 2009 the Australian Bureau of Statistics released updated figures indicating that the average life expectancy gap between Aboriginal and non-Aboriginal Australians is around 11 years.

Mission Australia believes these statistics are unacceptable in an affluent country like ours, and hopes that National Reconciliation Week 2010 continues to build the foundations for change.

The Trouble With the '64 Civil Rights Act

On June 4, 2004, Congress hailed the 40th anniversary of the 1964 Act. Only the heroic Ron Paul dissented. Here are his comments.

Mr. Speaker, I rise to explain my objection to H.Res. 676. I certainly join my colleagues in urging Americans to celebrate the progress this country has made in race relations. However, contrary to the claims of the supporters of the Civil Rights Act of 1964 and the sponsors of H.Res. 676, the Civil Rights Act of 1964 did not improve race relations or enhance freedom. Instead, the forced integration dictated by the Civil Rights Act of 1964 increased racial tensions while diminishing individual liberty.


The Civil Rights Act of 1964 gave the federal government unprecedented power over the hiring, employee relations, and customer service practices of every business in the country. The result was a massive violation of the rights of private property and contract, which are the bedrocks of free society. The federal government has no legitimate authority to infringe on the rights of private property owners to use their property as they please and to form (or not form) contracts with terms mutually agreeable to all parties. The rights of all private property owners, even those whose actions decent people find abhorrent, must be respected if we are to maintain a free society.

This expansion of federal power was based on an erroneous interpretation of the congressional power to regulate interstate commerce. The framers of the Constitution intended the interstate commerce clause to create a free trade zone among the states, not to give the federal government regulatory power over every business that has any connection with interstate commerce.


The Civil Rights Act of 1964 not only violated the Constitution and reduced individual liberty; it also failed to achieve its stated goals of promoting racial harmony and a color-blind society. Federal bureaucrats and judges cannot read minds to see if actions are motivated by racism. Therefore, the only way the federal government could ensure an employer was not violating the Civil Rights Act of 1964 was to ensure that the racial composition of a business's workforce matched the racial composition of a bureaucrat or judge's defined body of potential employees. Thus, bureaucrats began forcing employers to hire by racial quota. Racial quotas have not contributed to racial harmony or advanced the goal of a color-blind society. Instead, these quotas encouraged racial balkanization, and fostered racial strife.

Of course, America has made great strides in race relations over the past forty years. However, this progress is due to changes in public attitudes and private efforts. Relations between the races have improved despite, not because of, the 1964 Civil Rights Act.

In conclusion, Mr. Speaker, while I join the sponsors of H.Res. 676 in promoting racial harmony and individual liberty, the fact is the Civil Rights Act of 1964 did not accomplish these goals. Instead, this law unconstitutionally expanded federal power, thus reducing liberty. Furthermore, by prompting raced-based quotas, this law undermined efforts to achieve a color-blind society and increased racial strife. Therefore, I must oppose H.Res. 676.

The Sydney Morning Herald of 25 December 1901 reported on a “plucky rescue” at Manly: “Mr Grantley B. Sheridan, of Manly, on Sunday last was with some companions near the outlet of Curl Curl Lagoon, when he was summoned to assist a bather who had been carried out by the current, and was in danger of drowning. Mr Sheridan swam out, caught his man, then sinking for the last time, and by manful battling managed to bring him to a sandbank, where onlookers had formed a living chain, and both were hauled ashore in safety. It was half an hour before the rescued man was brought to his senses. Mr. Sheridan made a similar rescue last year at Manly, with a similarly successful result.”[1]

Mr Sheridan, 29, was awarded a silver medal and Certificate of Merit by the Shipwreck Relief and Humane Society of NSW, and a Bronze Medal by the Royal Humane Society of Australasia.[2]
The rescued man was Philip Bushell, aged 22. Philip Bushell (1879-1954) was the nephew of Arthur Brooke, who founded Brooke Bond tea. Philip, too, went into the tea business, with his brother Alfred, and they had just established the tea-shop Bushell and Co in George Street, Sydney. Later, they formed Bushell’s Ltd in February 1912, with Philip as Managing Director and Chairman, and by the 1920s the firm was well-known all over Australia, particularly for its eye-catching promotional stunts. Philip Bushell married on 12 February 1916, and had two daughters. He died in 1954.[3]
Grantley Sheridan, without whom we may never have had Bushell’s tea, moved inter-state, and latterly lived at Toorak, Victoria, where he was a bank inspector. He died there in 1936, aged 64.[4]

In fact, the president of Senegal has offered Haitians the opportunity for repatriation and free land, so let us hope he would be as generous to black Americans and that other African leaders and countries would follow his example inviting blacks to return.

The United States of America was primarily founded by and for white people, as Manifest Destiny confirms. We must secure our biblical borders and inheritance without apology or hesitation. If we fail to, if we permit the browning of America to continue, refuse to treat the Mexican invasion as an act of war and defeat it, we will have only ourselves to blame for the death of America.

Roma House residents take on Adventure Based Learning

Roma House is widely considered to be a unique and therapeutic community service that endeavours to provide a range of intervention options to its residents.

The new “Wild Earth Adventure” project was implemented as an additional intervention / program option at Roma House and runs complementary to residents’ ongoing case work plans.

Roma House has conducted eight adventure programs over six months ranging from co-ed day trips (e.g. rope challenge courses) to multi-day journey based programs (e.g. canoe/camping adventures along the Noosa River).

The programs are designed to challenge residents’ physical, emotional, and mental capabilities, and comfort zones that can be processed during individual and group debriefing.

Amanda Smith, Roma House’s adventure based program worker, holds great stock in the potential that adventure therapy can offer participants.

Amanda’s unassuming approach recognises that people with transient lifestyles may have had few opportunities to experience the ‘wilderness’ and the activities it offers. She believes access to which is a human right, and is consistently amazed by participants’ capability and determination.

The programs are drug and alcohol free and physically and mentally strenuous. Accommodation isn’t luxurious and the itineraries are hectic.  They are completely voluntary and participation is determined in consultation with a case worker and resident nurse to ensure safety for all residents.

"Getting the Wild Earth Adventure Project off the ground has definitely been challenging, yet the rewards far outweigh the challenges.

"We have had fantastic feedback from the residents, and over 40% of participants have come on more than one adventure" Amanda said.

Amanda is now consulting with residents and staff to create the most dynamic, adventurous, and unforgettable eight-month calendar to support participants continuation of their self-identified journeys.  One idea that has ignited interest from residents is a four day sea kayaking / camping trip to Fraser Island during whale watching season.

Manly versus Australia

In the early history of cricket at Manly, perhaps the most unusual match was the one-dayer played on 27 February 1867 between Manly and “The Australians”. At that time, the landlord of the Pier Hotel was Charlie Lawrence. He had toured Australia with the England cricket team in 1861-62, and liked Australia so much that he stayed. Together with George Smith, a former Mayor of Sydney, Lawrence was associated with the celebrated Aboriginal cricketers, who were the first team from Australia to tour in England. Lawrence put up the Aboriginal team on his land at Manly, and coached them in the finer points of the game. As a fund-raiser for the forthcoming tour of England, a match was arranged between the men of Manly and the Australian Club, some of the best players in the country at that time. Representing Manly were: Smithers, Cozens, Grey, Wills, Mullagh, Lawrence, G Sly, H Sly, Hart, Johnson and Gould. Cozens and Mullagh were members of the Aboriginal side.
A report of the match from the Sydney Morning Herald (28 February 1867) stated: “The Beachites went first to the wicket, with Smithers and Cozens against the bowling of Sheridan and Howell. The first wicket (that of Smithers) fell for 13, Cozens and Grey for 9 more. Wills made a stand, and kept his wicket intact till the finish of the innings, but with the exception of Lawrence, who, however, was caught when he had scored 8, he obtained little support from his comrades. I am dumbfounded how such Christians claiming to be in the Bible Scholar area of knowledge can deny such a truth! If they make it to heaven they are in for a shock! Any angel will correct their thinking! No nation other than Great Britain claims the name great! God said of Israel "I will make thy name Great!" No other nation can possibly claim the promise to Ephraim that he would become a "Nation and a Company of Nations"! These so called scholars with an axe to grind have become blinded by their own dizzy focus and are just straining at Gnats. It occurs to me that none of them has ever studied this subject in real depth or historical detail. Maybe they are suffering from laziness in this particular realm and just are too afraid to admit that this might be their trouble!

Scouting in Manly

The Boy Scout movement in Sydney began around 1908. Newsreels showing at the cinemas publicized the new movement, and by 1909 there were dozens of troops springing up all over Sydney. Charles Swancott, in his short history of Manly, stated that Scouting began in Manly in 1916 – but was he correct? He did not give his source for this date, but it is likely to have been from the recollection of an older resident of Manly, rather than from a documentary source. It was stated in the Manly Daily (25 August 1966) that the 1st Manly Boy Scouts had been formed on 9 February 1917 under the leadership of Mr Harry Smith; and they celebrated their golden jubilee in 1967.
But in fact it appears that there was a troop at Manly in 1910, and most probably in 1909. The 1910 sighting is from a roll of subscribers to a disaster relief fund, printed in the Sydney Morning Herald on 11 February 1910, which lists ‘Manly Boy Scouts’ as one of the donors. Of course, it is possible that this early group was not fully affiliated, but it’s no exaggeration to say that there have been Scouts in Manly for a hundred years. Newspaper reports of the day state that some churches in Sydney were not in favour of the Scouting movement, as attendance at Sunday School was falling off as a result of Scout weekend camps.

Celebrating the efforts of Mission Australia staff at the Bike Fix'im program

Today we would like to celebrate the hard work and dedication of the Mission Australia Bike Fix’im team.

There are very few events on the yearly calendar that surpassed the fervent anticipation and excitement expressed by hundreds of children across Central Australia when they got the news that the Bike Fix’im team were on their way.

Overseen by Mark Swindells, Service Manager at Alice Springs, Bike Fix’im was a program that collected reconditioned bikes and parts to deliver to children in the Central Australian communities of Docker River, Mutitjulu, Imanpa and Finke.

"We generally spent six months collecting reconditioned bikes and parts and organising the logistics, while the kids are occupied at school.

"Then we spent a week with the kids at each of the four communities during the main school holidays, come home and start all over again,"  said Mark.

"The bikes came from all over – general donations from the public and unclaimed bikes from our local police. We’d even get some from a guy in South Australia who does an amazing job of reconditioning discarded bikes.

"We would load up to 100 bikes on roof racks and trailers and bring them out to the kids."

The Bike Fix’im team would drive up to 700km to reach the remote Docker River community, where about 150 kids eagerly awaited their arrival.

Bike Fix’im was not all about new bikes; the main aim of the program was to teach the children basic mechanical skills in a structured three-day workshop.

“These kids are amazing and they are so handy with the tools. Some of the kids might have been waiting for months for us to arrive with the spare parts they need to repair their bikes – many hidden discretely in the bush to prevent them from being raided for spare parts by the other kids. The day we arrive they all start to appear in various states of repair,” said Mark.

For the parents and guardians (many of whom are grandparents), the Bike Fix’im program offered much needed relief from the demands of raising young, energetic children.

Once bikes were repaired, the kids were occupied with the exhilaration that comes from the independence felt with your own set of wheels.

Mark spent more than three years as a youth worker at Docker River and is familiar with the challenges faced by these communities where more than half the population is under 24.

“Without some constructive activities the youngsters spend their time humbugging* their parents and guardians. The kids wear them down until they give in to whatever demands are being made, just for a bit of peace.

“I like to think Bike Fix’im was just as much for the older generation as it is for the kids” said Mark.

The Bike Fix'im program is now to be run by a new charity provider.  Mission Australia wishes them well and hopes the program will continue to aid Central Australian communities for years to come.

Bush-fire in Sydney Road

In March 1915, Sydney suffered dozens of outbreaks of bush-fire, made worse by strong winds. On 8-10 March 1915, several fires broke out in Manly. “Three shops in Sydney Road, on the hill overlooking the harbour, were burned to the ground,” reported the Sydney Morning Herald on 9 March, “and only the walls remained standing.” The severe nor’wester helped to fan the flames, and the firemen, who came from Manly Fire Station, then located in its original premises in Sydney Road near the Corso, were powerless to deal with the outbreak. The tram-way was cut for a while, and all the telephone wires were severely damaged. Mr C E Guest’s grocer’s shop on Sydney Road near William Street was one of those destroyed, and damage exceeded £5000, a large sum for those days. The cause of the outbreak was not discovered. A second fire broke out elsewhere in Balgowlah, but it was contained by the firemen with the assistance of Senior-Constable Holtsbaum and Constable Hand.
Perhaps it was no coincidence that when a new Fire Station for Manly was built after the First World War, it was sited very near to the spot where Guest’s grocer’s shop had stood in Sydney Road.

Mission Australia recognised at PriceWaterhouseCoopers Transparency Awards

Mission Australia was recognised on Thursday 6 May at the annual PriceWaterhouseCoopers (PwC) Transparency Awards, receiving the runner-up award for the most transparent 2008-09 Annual Report in the not-for-profit sector.

The awards recognise the quality and transparency of reporting among Australian charities, and encourage not-for-profits to be more professional in their reporting.

Tim Morris-Smith, Chief Financial Officer, accepted the award on behalf of Mission Australia stating: “Mission Australia has at its heart a passion to transform the lives of disadvantaged Australians and to see a fairer Australia.

"It is a diverse and complex organisation – and we benefit immensely from the feedback given through the transparency awards process because it enables us to paint a clearer picture for our stakeholders and for our donors.”

Tim was joined on-stage by the other report contributors to collect the award and a $10,000 cheque for investment in staff training and professional development.  Credit goes to the Mandy Jones, Kathryn Ossipoff and Oliver Halley from Mission Australia's Marketing and Corporate Affairs team for their work on the report.

This is the second time that Mission Australia has been recognised for high quality, transparent reporting in the PwC Transparency Awards' three-year history .

1,043 reasons for MA Housing to celebrate

In February 2010, Housing NSW opened a tender process for the stock transfer of 4,551 new homes being delivered as part of the ‘Nation Building Social Housing Initiative’ within New South Wales.

“The 1,043 homes awarded to MA Housing represent 23 per cent of the total tender and equates to $317 million of new build asset transfer,” said Andrew McAnulty, CEO MA Housing.

“In addition to the 1,043 'social homes' under Nation Building, we are committed to developing a substantial number of additional affordable homes, the majority of which will be completed over the next five years,” said Andrew.

The win provides MA Housing with a solid springboard as they position themselves for further growth in both NSW and other states and territories.

“MA Housing has achieved these outcomes by levering the strength of Mission Australia,” said Andrew. “Ultimately, it’s about our ability to combine service delivery for our clients.”

Of the 17 housing packages offered by Housing NSW, MA Housing won three, which cover the geographical areas of Blacktown, Penrith, Blue Mountains, Bankstown, Greater Taree, Port Macquarie-Hastings, Kempsey, Coffs Harbour, and Great Lakes.

“The locations of homes are particularly pertinent to us, especially Blacktown and Penrith where we already have extensive MA services in place.

“While we still have significant work to do to deliver this opportunity, I’m extremely confident that we possess the organisational capacity and determination to deliver a high quality outcome for our new residents and wider stakeholders,” said Andrew.
